HON. MUSTAPHA AKEEM PRESENTS REPORT ON 2021 APPROPRIATION BILL AS OYO ASSEMBLY FINALLY PASSES N273.7BN 2021 BUDGET





The budget proposal sent by Governor of Oyo State, Engr. Seyi Makinde to the Oyo State House of Assembly has been finally approved having passed through third reading yesterday at the floor of the State Assembly.

The House unanimously passed the sum of N273.7billion for the 2021 fiscal year.

The proposed 2021 budget of Oyo state , tagged: “Budget of Continued Consolidation,” was passed by the state Assembly after receiving  and adopting the report of the Committee on Public Account, Finance and Appropriation led by Hon. Mustapha Akeem.

You will recall that the budget proposal presented by Governor Seyi Makinde stood at N266.6billion but was later jerked up to the tune of N273.7billion after thorough scrutiny and careful examination by the House.                       

The Chairman of the State Assembly Committee on Public Account, Finance and Appropriation, a representative of Kajola State Constituency, Hon. Akeem Mustapha while giving the report of his committee at the Plenary yesterday said, the Ammendment proposed that the sum of over N136billion be replaced with the sum of over N137billion for total recurrent expenditure while the Amendment proposed of over N130.3 billion be replaced with over N136.1 billion for total capital expenditures.

Hon. Mustapha said, "we have come to present our report on proposed 2021 Appropriation Bill to the House after due diligence and proper scrutiny in order for the House to consider its accelerated and speedy passage".

"We ensured that we did everything humanly possible to consider timely report as we  approach Yuletide period so that it will not be spilled over to next year. This has been our stance at the State Assembly to ensure that we run a-year calendar budget.

"What gives me joy is that the budget has been finally passed on time and we hope that the executive arm will kickstart the implementation as soon as possible so that the dividends of democracy can be trickled down to the masses whose large chunk of the budget is targeted at.

 "To this end, I must say that this is particularly praiseworthy as it enhances proper and meticulous monitoring and evaluation of budget performance and prevents wasteful spending and improper execution of government projects".

The Speaker,  Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin while speaking said, the recurrent and capital expenditure drawn closer to eachother because the State is desirous of embarking on more infrastructural projects in 2021.

He said, “We pledged our renewed commitment to thoroughly scrutinize the bill and give it accelerated passage when it was brought to us by the executive and we have just achieved that.

“The House of Assembly will not relent in its effort at ensuring checks and balances to the executive arm and shall always promote budget performance through constitutional oversight functions".
